I am Planning for CCIE Security and want to choose one of the below for ESXI / eve-ng Labs. power consuption looks same in all 3. . any suggestions for Hardware?

Personally my choice falls to Option 2
Option 1 has short Threads.
Option 3 probably is very ok, but not tested deeply.
Guarantee is Option 2, this Server easy will hold 2 users with full security lab each. Esxi or bare both will be ok

Thanks for instant reply. but I think as below  
1) XEON E5 2699V4 is 2 CPU and 14nm 44 core 88 Thread. PCIE 3 based
2) Thread 3990x is 7nm 64 core 128 thread. PCIE-4 ( Future proof )

I didnt spend but installed it for my friend:
Bought in UK, this year March I guess: about 5K GBP in total.
