When a TCP/IP session is established, the maximum packet size is established, but when the packet is routed through a different path than intended and if the packet is too large for the router, then it is discarded. The router that discarded the packet is called a “black hole router” since the packet will never make it to its destination. This condition can be detected by running Ping.exe with increasingly larger packet sizes to see the largest size that makes it through. If the maximum packet size is smaller than what is needed for network services to function, then investigation is needed.
