Juniper vMX fpc port issue

This is running on 18.2R1.9 lite mode.

The last port on any FPC is always down. Tried set chassic ports but no luck. Have anyone see that?

set chassis fpc 0 number-of-ports 12
set chassis fpc 1 number-of-ports 12

Changing the number of ports on the VFP image fixed the issue.
