I try to reproduce problem in new eve. When I am change port number from PNET 1 to PNET 2. And another VM is also change to PNET2. Then this problem is happened.

Im re-install eve in my Esxi. This issue is solved.

I maybe wrong in this but I thought that pnet0 went you your first network card and pnet1 went to you second network card.
I the screen shots I'm seeing I only see one network adapter active on the EVE VM.
Maybe you need a second network adapter in EVE to use pnet1? or just connect R1 to two different clouds that are both pnet0?
