Limiting a user as a regular user (not admin)

Hi,
How can I limit a use to be a normal user and not Administrator? Seems like the only option I have is Administrator..
P.S.
I have licensed eve-pro

you have to buy extra lic for user or editor

I understand now.
I see the user role package. But I don't completely understand it.
If I pay the price it will unlock the user role option in general on the eve and I will be able to assign to 5 users under the User role? Or its just one user with the User role on my eve for this price?

no
one lic unlock one user..
if you want 5 concurrent use's sessions to the EVE, then you have to get x5 User lic
One lic =one user
