Unable to use Putty on Google Cloud

Environment - Google Cloud
Running vIOS and IOL
EVE-NG Community Edition

Hi, first post, set this up on GC so that I can practice the two slow weeks in Dec when I am at work. But I don't seem to be able to get Telnet to work.
Wireshark works fine on this but I get timed out when trying to console.
On HTML5 Guacomole works fine.

you did not open FW rules on GCP
