Win2016 NTP server for ISE

Hello,
I'm having NTP sync issues between my ISE node > Switch > Win2016 AD/DNS. I followed a video to enable NTP server on Win 2016, but I still have to manually adjust time on ISE to be able to connect to AD and this only works for a short period before time drifts and causes failures again.
I have time zone set to UTC on ISE, pointed to VIP (Vlan 100) on interconnecting switch and Win2016 port is configured to access Vlan 100.
Switch and Win2016 also set to UTC.
Switch configured with NTP source Vlan 100 and NTP server is Win2016.
Unsure where I've gone wrong.
