Unable to ping LAN using cloud0

I have just installed Pro on our ESXi v6.7 system and can't get any connectivity from hosts in a lab to the LAN.
I have changed the ports on the distributed switch to promiscuous but it's not working. All references I can find online seem to refer to an ordinary vSwitch.
I tested this on a standalone ESXi with a standard switch and it worked, so I know the issue is really a VM one I'm looking for pointers for a solution.
