I am confused, does Startup-configs features function at XRv9k?

after wiping an XRv9k,it does not boot with the chosen config set https://ome-tv.org/
it seems to boot with the factory default configuration https://omegle.website/

does the “Startup-configs” feature function at XRv9k?
