I know the docs say it can't be changed, but is there any work in flight to allow this, or is there an unsupported way for me to manually change it and just not do upgrades for a bit? I'm running EVE-NG Pro in a controlled environment and the server sits on 172.17.x.x address space, so while sims work well none of the wireshark/etc docker containers will work.

No, you will have serious issues if you will change Dockers subnet or your EVE sits in 172.17.x.x
