IPSec VPN configuration issue on Juniper vMX 14.x

Hi folks,
When I was trying to configure IPSec VPN between 2 Juniper vMX routers, looks like some options (such as "gateway" option under IKE and "vpn" option under IPSEC) are not available.
Is that issue of vMX, or is it some limitation of software?

Possible completions:
> policy Define an IKE policy
> proposal Define an IKE proposal
[edit security ike]
root@vMX9# edit
root@vMX9# edit ?
Possible completions:
> policy Define an IPSec policy
> proposal Define an IPSec proposal
> security-association Define an IPSec security association
[edit security ipsec]
Without it, IPSec won't come up, like mentioned here - https://www.juniper.net/documentation/e ... -vpns.html
Any ideas why is it happening?
