Not sure if any issue with NXOS Titanium verison as HSRP not working at all
Confirmed configuration is correct as below example
NXO-S1:
interface Vlan99
description Network Management
no shutdown
ip address 10.10.3.252/24
hsrp 1
authentication text Pa$$w0rd
preempt
priority 150
ip 10.10.3.254
NXO-S2:
interface Vlan99
description Network Management
no shutdown
ip address 10.10.3.253/24
hsrp 1
authentication text Pa$$w0rd
preempt
priority 140
ip 10.10.3.254
but show hsrp they all got active as the attachment

Also in this tread @gaudixit sugested using "standby use-bia" IOS interface configuration command to avoid problem with drop packet that use Virtual MAC address with default security option with switching frames in virtualization (vmware,kvm,gns,etc).
It allows succecsfull ping VIP with BIA MAC address with default security options on vswitch or port group or virtualization in linux.

Check the HSRP state on each switch using the "show hsrp" command to see if there are any issues or errors.mapquest driving directions

To fix the problem that HSRP on NXOS Titanium 7.3 is not working, you can check the HSRP configuration: Make sure that the HSRP profiles on the devices are the same and correct. This image Titanium is totally non recommended, and also removed from Cisco CML images set as uselss
