Pan-OS 10

I installed Pan-OS 10.4. It prompts for a password change as soon as it boots up. After i change it the OS restarts
not retaing my password change and prompts again. Anyone have this issue?

Need time,
version 10 and 11 for boot and start all services need min 10-15 mins
