Is there a Catalyst 9000v image released by Cisco?
What is the purpose of this template - https://gitlab.com/eve-ng-dev/templates ... cat9kv.yml
And not finding any documentation about this also in eve-ng website's how to.

I afraid it is released only for Cisco internal use.
I saw that image and it is working on EVE.

check the Cisco Modeling Lab 2.5
the Catalyst 9000v Switch is beta release for it.
the official note say can support SD-Access.
but after testing is fail.
and the Image under CML can custom Serial Number.
but change Serial Number is not working on EVE-NG.

Limitations Cat9000v
Given that the switch is distributed in a BETA form, you may experience crashes, especially if you try to push too much traffic through the node. The dataplane throughput is limited to ~250 Kbps.
By the default, the Doppler D and SiliconOne node types have a fixed serial number for each instance. This is because the vswitch.xml file cannot be edited on a per-node basis, yet.
The day 0 config does apply, but it takes a long time to load. If you see the autoinstall menu, do not press any key until you see the message about trying DHCP on Gi0/0. Also note that if you do not have an enable secret configured, you will be prompted to configure one after answering, "no", to the initial config dialog.
For BGP:
You must execute license enable command:
