Cisco Interfaces Shutdown After Reboot!!!!

Running a few Cisco vIOS routers (VIOS-ADVENTERPRISEK9-M), Version 15.6(1)T. Whenever the devices are rebooted, the interfaces revert to being in a down state even though they were in an up state before the reboot. Is this normal with Eve or anyone have a solution? https://showbox.tools/

Stop use this image, this bug is only on 15.6.1T
On other versions no such bug 15.6.2T for example
