My friend,
this zipped file first needs to be unzipped and only then you can rename it.
.zip is archive file, and before need unzip it

after unzip you will get this file: fortios.qcow2,
then place it is eve image folder and it must be named to virtioa.qcow2

visit eve Live chat support for any questions, it seems your eve install issue now.
https://www.eve-ng.net/index.php/live-helpdesk/
use your gmail account or create new chat account with own email
it might be windows 11 issue
or you simply had not enabled nested Intel VT virtualization on your eve cpu

Hi Uldis!
When enabled "Virtualize Intel VT-x/EPT or ADM-V/RVI" the KVM does not work. When I disable "Virtualize Intel VT-x/EPT or ADM-V/RVI" , fortigate starts and then stops.

You have Windoows 11 or your CPU simply does not support Intel VT-X.
Your EVE VM has not enabled it. It is exactly saying you where is the problem
